SAN FRANCISCO (UPI) A federal appeals court Monday ruled the National Organization for Women (NOW) should be allowed to intervene in an action involving ratification of the proposed Equal Rights Amendment to the U.S. Constitution. The 9th Circuit Court of Appeals reversed an opinion of the district court, which on Oct. 10 denied NOW the right to intervene in challenges against procedures for adopting the ERA. Area Accident Kills 23-M 23-Month-Old Girl A 23-month-old girl died Sunday when the car she was riding in hit a guardrail and ejected her.

Department of Public Safety officials said Katrina Ann King was in a car seat in a vehicle driven by her mother, Paula King, 33, of Phoenix. The car was southbound on Interstate 17 about 21 miles south of Flagstaff shortly after noon Sunday when Mrs. King lost control. The vehicle left the right side of the road and struck a guardrail. Katrina was ejected and was dead at the scene.

Mrs. King was not injured. Another passenger, Lisa Bailey, 8, of Munds Park, received a broken clavicle and a dislocated shoulder. A DPS spokesman said reports were that Mrs. King had been momentarily distracted when the accident occurred.

The spokesman added the unofficial reports also indicated the guardrail ripped through the right side of the car and that the incident was witnessed by Mrs. King's husband who was following in a second vehicle.
